A sweet-toothed eulogy for '60s guitar pop, Our Love Will Change the World is as breezy as its sunny-side-up title. Singer-guitarist Matthew Smith has clearly studied his Nuggets II boxed set: ''Why Don't We Talk About Something Else?'' stomps Creation-style, and the swelling organ and festive horn on ''Pretty Girls Go Insane'' conjure up images of mini-skirts and broken-in go-go beats. Nice to find a few Detroit rockers who aren't stuck in the garage. Grade: B
